New permanent residence visa streams for Hong Kong
The Department has announced the new Hong Kong streams for Hong Kong and British National Overseas (BNO) passport holders. The Hong Kong stream applies to 2 visas, the Subclass 189, and Subclass 191 visas. The Hong Kong streams will be open for application on 5 March 2022.
- Subclass 191 – the Hong Kong (regional) stream — for primary visa holders who were usually resident in Australia for a continuous period of at least three years immediately before applying and who lived, worked and studied exclusively in a designated regional area for that period, while holding the qualifying visa.
- Subclass 189 – the Hong Kong stream — for primary visa holders who were usually resident in Australia for a continuous period of at least four years immediately before applying, and who held the qualifying visa during that period.
Visas that qualify for the Hong Kong streams above include the Subclass 457, 482, and 485 visas. Please contact us for more detail about the new Hong Kong streams.

Tasmania’s Business Migration State Nomination Program – now open!
On 10 November 2021, the Tasmania’s Business Migration State Nomination Program is open. For this program year, Tasmania will only accept nomination for 188A and 188E visas. The 188B and 188C visas will not be offered this program year. Find out the State nomination eligibility for these visas on their website here.

SkillSelect Invitation Round – 29 October 2021
The October 2021 SkillSelect Invitation Round results have been released. You can find the detail on our webpage here. Below is a quick summary:
- Subclass 189 – 200 invitations were made with minimum of 90 points and latest date of effect being 11/2020
- Subclass 491 – 200 invitations were made with minimum of 80 points and latest date of effect being 04/2020
Western Australia Skilled Visas Subclass 190 & 491 Invitation Round for 26 & 29 October 2021
There is a total of 748 invitations for Subclass 190 and 787 invitations for Subclass 491 giving a total of 1,535 invitations in October. This is more than tripled that of September’s 464 invitations. EOI points ranges from 65 to 100 points depending on the stream. Please visit our webpage here for detail.
Offshore Engineers can now apply for SA skill visas
From 2 November 2021, applicants residing offshore can now apply for South Australia State Nomination skill visas (subclass 190 and 491). To be eligible for state nomination, applicants must meet the following minimum requirements:
- You must have at least eight years work experience in the nominated or closely related occupation
- You must demonstrate a Superior English level, unless you hold an eligible passport from a country where the primary language is English (the United Kingdom, the United States of America, New Zealand, Ireland and Canada)
- You must score at least 85 points for the Skilled Work Regional visa (subclass 491) in the Department of Home Affairs’ points test.

Subclass 190, 491, 494 visas can now be applied for s48 barred applicants
Three visas (subclass 190, 491, 494) have been added to the list of visas that s48 barred applicants can apply onshore. This will start on 13 November, 2021. Below is the complete list of visas that s48 barred applicants can apply.

On 27 October 2021, the government has announced that fully vaccinated Australian will not require an exemption to depart Australia from 1 November 2021.
WA’s Safe Transition Plan has been released
On 5 November 2021, the WA’s Safe Transition Plan has been released. The Plan outlines safe conditions for interstate and international travel, and provides certainty on how businesses and WA’s way of life can continue safely with the introduction public health and social measures once COVID-19 enters WA’s community.
With a 90 per cent double dose rate (12 years and older), expected in late January/early February, WA’s controlled border will be eased to allow for international and interstate travel from all jurisdictions, with testing and vaccination requirements.

Extending support for the New Zealand pathway to permanent residence
From 13 November 2021, New Zealand citizens applying for the New Zealand stream of the Skilled Independent (subclass 189) visa will be able to claim an exemption from either the 2019-20 or the 2020-21 income year. Minister Alex Hawke said “Earlier this year the Government exempted applicants affected by COVID-19 from meeting the income threshold requirement for 2019-20 income year. We are committed to continuing that support for the 2020-21 income year.”
Fully vaccinated Singaporean can travel to Australia without exemption and quarantine-free
From 21 November 2021 Singaporean citizens who are considered fully vaccinated will be able to travel to Australia without seeking a travel exemption and quarantine-free to participating states or territories. Please visit the government’s website here for further detail.
